The Executive Policies Division of the Executive Policies and Talent Management (EPTM) Sector of the Office of the Chief Human Resources Officer at the Treasury Board Secretariat (TBS) requires consulting expertise to provide research, analysis and options on long-term incentive plans for senior level executives in the federal public service for consideration by the Advisory Committee on Senior Level Retention and Compensation.
The Advisory Committee provides independent advice to the President of the Treasury Board regarding the total compensation, the recruitment and retention of senior level executives in the federal public service. During its most recent meeting the Advisory Committee asked the TBS to retain the help of an expert in the field of human resources to look at models and develop options for a long-term incentive plan for senior level executives in the federal public service. Options for consideration will be presented to the Advisory Committee later in the year. The Committee will submit its recommendations to the President of the Treasury Board.
The Contractor must provide the services of a senior level compensation consultant to develop a minimum of two options for a long term incentive plan that can be applicable in the context of the federal public service. These options must take into consideration the federal public service’s complex HR management structure. Options must be applicable nationally and across all public service organizations. Options cannot increase the total compensation of senior-level public servants.
The contractor must conduct research to determine if long-term incentive schemes exist for other Canadian government entities (e.g., provincial governments, crown corporations etc.) and other governments including the UK, Australia and the United States. If they do exist, the contractor must review these schemes, describe how they work and whether they could be applicable in the federal public service context. Based on their research, the contractor must develop a minimum of two options for consideration.
The contractor must develop and present an analysis of each proposed option and its impact on the total compensation of executives. The total compensation of executives cannot be increased as a result of adding a long-term incentive to the compensation mix. In addition, the contractor must develop and provide a thorough description how each option would be operationalized should it be retained, and an assessment process and measures for each option.
MUST HOLD a valid Compensation Professional Certification (CCP)
Must have a University Degree.
Must demonstrate that it has developed a minimum of two (2) compensation incentive plans. Must have a minimum of five (5) years experience developing or advising on the development of compensation packages.
