DESCRIPTION

Our Federal Government Client is seeking a qualified Senior Project Manager.

DUTIES

Senior Project Management Specialist to: 

2.2.1       Assist the PMCD PM Specialist in the production, review and collation of all relevant information to support the development, implementation and management of the PMCD Definition and Implementation phases.

2.2.2       Contribute project management expertise to the development and implementation of the DND PM Qualification Program. This entails, but is not limited to, supporting the development of the DND PM Competency Framework and of the Qualification program, the development of the Implementation plan and the conduct of a qualification pilot.

2.2.3       Contribute project management expertise to the development and implementation of the DND PM Learning and Development Program. This entails, but is not limited to, analyzing existing programs and training, development training requirements and other interventions needed to qualify project managers to manage the most complex projects, and developing career progression approaches.

2.2.4       Contribute to the development of an Implementation plan of the DND PM Qualification process and the PMCD Learning and Professional and Development Programs to be integrated into the DND Human Resources management processes for both civilians and military. This work entails, but is not limited to, the provision of advice  on an implementation strategy and needed plans, the types of changes required to update HR processes and additional tools, modification of processes.

2.2.5       Contribute to the development of a performance measurement plan to measure the effectiveness of the PMCD initiative. This work entails, but is not limited to, interfacing with stakeholders to develop a strategy and an implementation plan, the identification of the types of changes required to existing HR processes and providing advice  on the types of additional tools needed to support the process, and participating in the implementation activities.

2.2.6       Support meetings and expert panel reviews. This work entails, but is not limited to, developing agendas, minutes of meeting, providing facilitation and preparing presentations. 

2.2.7       Assist the PMCD PM Specialist in developing a process to monitor program risks and work activities. 

2.2.8       Assist the PMCD PM Specialist in developing a schedule and work breakdown structure, including implementation activities. 

2.2.9       Assist the PMCD PM Specialist in developing agreements with stakeholders to support the implementation and management of the PMCD Initiative. 

2.2.10    Assist the PMCD PM Specialist in the review of submissions as part of the PMCD implementation process. 

2.2.11    Assist the PMCD PM Specialist in tracking the configuration status of deliverables. 

2.2.12    Work with and support the PMCD team by engaging relevant stakeholders and participating in technical review meetings and specialist working groups related to the PMCD implementation. 

2.2.13    Assist the PMCD team in managing the PMCD implementation by attending and participating in various project reviews, implementation reviews and concept development meetings.  These activities may, from time to time, include the preparation and presentation of technical briefings and documents.

2.2.14    Conduct other related project activities to support the PMCD Initiative. 

2.2.15    Support ongoing development, reviews and updates of the PMCD framework including related policies, procedures and processes. 

2.3  In addition to the requirements of the Monthly Report (see the “Deliverables” section below), the Contractor personnel shall report verbally and in writing to the TA any special circumstance or events affecting the provision of the required services. 

QUALIFICATIONS

Senior Project Management Specialist. 

The mandatory requirements for the Project Management Specialist are stated below: 

1.     The proposed candidate shall have a university undergraduate degree in any field.

2.     The proposed candidate shall have a minimum of sixty (60) months of demonstrated experience within the last ten (10) years performing project management services, as described in the Project Management Body of Knowledge (PMBOK), for a project with a minimum budget of $50 million Cdn.

3.     The proposed candidate shall have a minimum of six (6) months of demonstrated experience within the last four (4) years working on the Association of Project Management (APM) Framework and Body of Knowledge. 

4.     The proposed candidate must have a Project Management Professional (PMP) certification.

5.     The proposed candidate must have demonstrated project management related training development experience.

6.     The proposed candidate shall have a minimum of twelve (12) months in performance management within the context of the Materiel Acquisition and Support (MA&S) Process.

7.     The proposed candidate shall have a minimum of twelve (12) months experience developing and conducting training courses.

8.     The proposed candidate shall have a minimum of six (6) months experience developing personnel related qualification framework.

9.     The proposed candidate shall have knowledge of the Public Service Commission (PSC) and PS career paths.

10.  The proposed candidate shall have a minimum of thirty-six (36) months of experience in a project management capacity.

11.  The proposed candidate shall have knowledge of Human Resources Management System (HRMS) including staffing within the DND environment
