PROGRAM ADMINISTRATOR

DESCRIPTION

DND and specifically CFEC/CFWC has a requirement for a Canadian Forces (CF) Joint Capability Developer (JCD) to provide focused planning, facilitation, coordination and advisory services as described herein. The designated projects and associated JCD tasks listed below are focussed on current and future CFD/CFEC/CFWC operations and support thereto.

QUALIFICATIONS

Mandatory Requirements:

Security: The proposed resource must hold a valid NATO Secret Level (II) security clearance. The contractor must include the full name, date of birth and CIISD security clearance number of the proposed resource. 

Education: The Contractor must have completed CF Staff College or equivalent and have an undergraduate degree, diploma or equivalent. 

Experience:

The Contractor will have had at least 3 years experience at the management or supervisory level in the CD&E field within the DND/CF within the last five years. 

The Contractor will demonstrate that they have had no less than 3 years experience within the last 5 years working as a senior staff officer (LCol or above level) within VCDS Group or CFD on integrated force development policies, initiatives and projects.  

Senior staff member experience of national and international CD&E programs and related projects as demonstrated by working a minimum of one year as a senior staff member (LCol or Above) responsible for related CF CD&E policies. 

Experience working on at least one major project that utilized a DND approval and documentation process. A major Project is defined as a project of more than $50M. 

Experience managing CF distributed mission operations, training, and modeling & simulation/Synthetic Environment (SE) systems, infrastructure, equipment and supporting advanced networks. This must be demonstrated by having worked with one or more of these systems or within one or more of these fields of expertise associated with CD&E within the past three years. To effectively carry out CFEC/CFWC ICD defined duties including providing timely, relevant advice and recommendations to the CO CFEC/CFWC when appropriate, the Contractor must possess a high level of experience, knowledge and skills in the following areas: Àƒ CFD structure, policies, procedures, operating principles, TORs, priorities and plans; Àƒ CF Operational Planning Process (CFOPP); Àƒ CF/DND Advanced Networks including CFXNet, CF JTEN, CF DevNet and CFBLNet; Àƒ TTCP GUIDEx (2006) processes and procedures; Àƒ Defence Experimentation Campaign Planning; Àƒ US, NATO, and other Allies CD&E programs, priorities and relationships; Àƒ CF Environmental Warfare Centre’s mandates, CONOPS, Work Plans and business relationships.
