In addition to processing sometimes highly complex access to information and privacy requests, and in order to ensure consistency in the application of the Acts, training is required for new ATIP staff as well as the development of various publications from communiqués to standard operation procedures, as well training sessions need to be delivered.


The contractor is required to provide expert ATIP consulting services. The contractor is expected to have at least 2 years of experience in the application of the Access to Information Act and Privacy Act  in the Signals and Intelligence community within the lat 4 years. Experience in providing specialized training as well as developing procedural documents in the filed of ATIP within the last 4 years. Training must include previous experience at least twice in each of the past three years. Must provide bilingual Services


The following deliverables will be expected:

1.1   Support the ATIP Coordinator in the processing of CSE’s ATIP request and Parliamentary Inquiries within acceptable timeframes as negotiated by the Director Access to Information and Privacy (DAIP) at DND and Department of Parliamentary Affairs respectively.

1.2    Training of New/existing ATIP staff on the application of ATIP at CSE

1.3   Support the ATIP coordinator in the development of 2 ATIP related communiqués

1.4   Support the ATIP coordinator in the delivery of ATIP awareness sessions (up to 4 for the Foundational Learning Curriculum and 1 English awareness session, 1 French awareness session). The content for the presentation will be provided.

1.5   Development of ATIP Standard Operating Procedures as required (3-5)
